Borough Maintenance Snow Management Plan

East Berlin Borough Maintenance Dept recognizes the importance of snow removal, not only to residents, but also to Emergency services (Police, Fire etc.), Municipal services (Gas, Electric, Trash removal etc.), School Buses and to all commuters that travel through the Borough. The borough will implement a “snow management plan” to safely clear borough streets quickly and efficiently. Based on traffic flow, streets will be divided into primary borough owned main collector streets and secondary borough owned streets, avenues, alleys and cul-de-sacs.

Note: State roads are not plowed by East Berlin Borough. (Rt 194 Harrisburg St/Abbottstown St. and Rt 234 King St).

Our goal is to clear all streets within 18-24 hours after the snow event has ended.


This plan, with your cooperation, will help to insure the best use of borough resources, equipment, time and manpower during snow removal events. This plan is designed to detail regulations and guide residents during winter storm and snow events. Plow crews will be linked with 2-way radios and cell phones to assist if needed in emergency situations.

Snow Plowing:

  • Please be patient. Salting/Anti-skid mix is applied to streets within 2-3 hours after roads become difficult to travel. Salt usually takes about 30 minutes to start working effectively.
  • The Maintenance Department starts its plowing operations when it is determined that there is at least 3 inches of snow on the roads. Plows are often not as effective when there is less snow on the road.
  • During a snow event, it is asked that you please try to avoid parking on the streets until the snow is removed. The maintenance department realizes that parking is limited within borough limits, but all cooperation is appreciated during the event to help effectively and efficiently remove the snow.
  • Priority is to clear all primary roads first, after the snow has stopped falling. The crews will then move to secondary roads.
  • During Severe storms or prolonged snow events every effort will be made to keep roads open during the event. Plowing of primary roads first, then secondary. Deep snow events may requ ire multiple passes over a several hour period.
  • The Borough maintenance dept will attempt to keep all streets open but does not provide for curb-to-curb removal of snow.

Sidewalk and Driveway Snow Removal:

  • Driveways – Plowing, blowing or shoveling snow onto Borough Streets is prohibited. If this is done it will most likely result in the snow be plowed back into your driveway entrance. Please try to plow, blow or shovel the snow back onto your property. This will help to reduce the amount of snow that may be pushed back in front of your entrance.
  • Sidewalks – sidewalks must be cleared within 24 hours after the snow event has ended. Please do not deposit snow between the sidewalk and street as in may be pushed back onto the sidewalk by passing plows.

Mailbox Policy:

  • Heavy snow coming off of the plows can sometimes damage a resident’s mailbox. A good quality, strong mailbox usually will withstand the storm and afore mentioned plowing. The Borough cannot control the forces or weight of the snow being plowed and therefore cannot control if a mailbox is damaged. Unless damaged by direct contact with a borough plow or equipment.
  • Plow crews do not clear snow for individual address mail delivery.
